Oil and Natural Gas Production Area Source Requirements

Amendments to 40 CFR 63 Subpart HH addressing area sources (i.e., minor sources of Hazardous Air Pollutants) were promulgated on January 3, 2007 (72 FR 26-43).  These revisions apply only to triethylene glycol (TEG) dehydration units.  Affected sources are not required to obtain Title V permits unless otherwise subject to 40 CFR Part 70.

Applicable requirements and the compliance date are dependent on whether the source is new or existing, located in an “Urban-1” parish, and located in a “UA Plus offset and UC.”


Urban-1 parishes include Acadia, Ascension, Bossier, Caddo, East Baton Rouge, Jefferson, Lafayette, Livingston, Orleans, Plaquemines, St. Bernard, St. Charles, St. James, St. John the Baptist, St. Landry, St. Martin, St. Tammany, Webster, and West Baton Rouge.


UA plus offset and UC is defined as the area occupied by each urbanized area, each urban cluster that contains at least 10,000 people, and the area located two miles or less from each urbanized area boundary.


Urbanized areas include Alexandria, Baton Rouge, Houma, Lafayette, Lake Charles, Mandeville-Covington, Monroe, New Orleans, Shreveport, and Slidell.


Urban clusters that contain at least 10,000 people include Abbeville, Bastrop, Bogalusa, Crowley, Eunice, Fort Polk, Hammond, Jennings, Laplace, Luling, Minden, Morgan City, Natchez MS-LA, Natchitoches, New Iberia, Opelousas, and Ruston.


Summary of Requirements for Area Sources




Per §63.764(e), the owner or operator is exempt from the requirements of §63.764(d) if:

1.)     the actual annual average flowrate of natural gas to the glycol dehydration unit is less than 85 thousand standard cubic meters per day, as determined by the procedures specified in §63.772(b)(1); or

2.)     the actual average emissions of benzene from the glycol dehydration unit process vent to the atmosphere are less than 0.90 megagram per year, as determined by the procedures specified in §63.772(b)(2).

Records of the determination of these criteria must be maintained as required in §63.774(d)(1).

If the facility is exempt, an SSM plan is not required. [§63.762(e)]
